Yekiti Kurdish Party in Syria
The
Political Programme
( Amended and approved
by the fifth conference )
December 2006
Introduction :
Most historical
studies and archeological discoveries assure that Kurdish people is one of the
oldest peoples in the East , and has shared in building the civilization of the
region thruogh out the history , and has formed empires and kingdoms B . C , as
" Midia kingdom" , and in the Islamic period many emrates and states appeared
such as , " Dosteky state " , and "Kalas and Botan " emrates .
And because of
Kurdistan 's vital political and geographical location , it became an area of
conflict among states , and a junction for wars and conflicts that caused
sufferings and unstability , and this affected negatively the Kurd's
development , so that Kurdistan , and as a result of those conflicts , was
divided between Ottoman and "Safawi" empires beginning from " Galdiran Battle "
( 1514 A.D ) and took a formal manner in " Qasr Shirin " treaty ( 1639 A.D ) and
this made a structural distortion in the progress of the Kurdish nation and
obstructed its growth and its political independent existence .
After the first
world war , and the change of the international forces balance , and although
"Siver " treaty in ( 1920 ) has assured the right of the Kurdish people to
build his political entity according to a referendum for his inhabitants who
were under the Ottoman rule , but the states that admitted this right in "Siver
" treaty gave up the clauses which were related to Kurds in this treaty in
"Lozan " conference (1923 ) , this coference which approved the division of the
lands of the peoples who were under Ottoman colonialism , and redrawing the
borders of the region , after the collapse of Ottoman empire in accordance with
interests of the conqueror states in the war , so not Kurds nor their country
were saved from Britain and France , because " Lozan Conference " admitted
giving both Britain and France the right to dispose and rule a part of the
Ottoman heritage , this caused the division of Kurdistan for the second time ,
and this division had been prepared before between the two states in Sykes -
Picot treaty ( 1916 ) , and thus two parts of Kurdista were subjoined to two
new-established states , the biggest part was subjoined to Iraq and the other
to Syria or ( the union of Syria states ) under the French mandate , and because
of that , Kurdistan became under the rule of four states in the region : Turkey
, Iran , Iraq and Syria .
And as soon as ,
a part of Kurdistan became a part of Syria , the Kurds began to demand the
French mandate authorities to give them their autonomy just like the other
Syrian nations and states in that time ( "Al-Alawyeen" , "Dorouz" mountain ,
Aleppo and Damascus states ...etc .)and one of most important demands was
included in a petition which many kurdish tribe leaders and some of well-known
educated and literature men presented to the Syrian constituent assembly on 23of
June in 1928 in Damascus , and this petition demanded the autonomy for the
Kurds in Syria , and it included the following requests :
1- Using the Kurdish
language in the Kurdish regions , and teaching it in schools .
2- Relacing the officers
with Kurdish officers in the Kurdish regions .
3- Forming a Kurdih
legion or army within the French army to protect the borders .
Although the
constitution of the French mandate has admitted this right for Kurds , in its
second item , but many factors - and the most important of them is the interests
of the mandator states with Turkey ( which was controling the largest area
of Kurdistan ) and which was rejecting the establishment of any Kurdish entity
in Syria - had prevented the implementation of this item , and giving the Kurds
their autonomy ,on the other hand , the division had linked the fate the
Kurdish people with the fate of the Arab people and the other national
minorities in the country after drawing new international borders without
paying attention to the will of both peoples , so they didn't see a gataway
of coexistence together , and they cohered together to repel the invasion
and aggression since the days of Salah Al-Din .
And to confirm this
cohesion both peoples have fought a combined resistance against the French
occupation ( the Kurds had a major role in Al-Zawiya mount revolution which was
led by Ibrahim Hanano , and Bayandour battle 1923 , and Amouda 1937 in
Al-Jazeera region , and had an important role in Damascus and Al-Ghouta
battles ) until the evacution was fulfiled in 1946 and the country entered a
new phase of struggle , and to confirm the national independence , Kurdish
people didn't hesitate ,out of the common destiny , in performing his national
duities , so his sons gave examples of valiancy and resisting the aggression
clinging to the interests of the country and the consolidation of the bases of
his unity and his civilized development .
But the successive
governments in Syria , and especially since the end of fifties until today ,
And particularly the
Ba'ath regime , had ignored the reality of partnership in the country among
Kurds ,Arabs and the national minorities , on the basis of chauvonistic
tendencies , and Syria became ( the Arab republic ) and they explicitly
renounced the exsistence of the Kurdish people as the second largest nation in
the country , whose population rate is more than 15% of the total populations,
and lives on his historical land which is a part of Kurdistan ,
And covers a wide area
of about twenty thousand square kilometers ( Jazeera , Kobani , and Efrin ) ,
and there was an entire blackout on the patriotic role played by Kurdish people
and his democratic national movement , which emerged organizedly in summer 1957
constituting the Kurdistan Democratic Party in Syria , whose leaders and cadres
faced puppet trials which produced unfair sentences expressing the nascent
chauvinistic trend that attempted to abolish the existence of the Kurdish people
and to prevent the emergence of the Kurdish case as a case of land and people ,
through discouraging our people from continuing their justful national struggle
. And the successive regimes hasn't stopped by the denial of the existence of
our Kurdish people and the punishing of his strugglers , but they practised a
systematized chauvinistic policy purposing to distort the reality of the Kurdish
people and abolish his existence , this policy which appeared in implementing a
number of racial projects since the early sixties , beginning with the
exceptional census project which took place exclusively in the povince of "Al
-Hassake" ( the island ) " Al-Jazeera " on the fifth of October in 1962 in
order to change the composition of population in the provice , which is
characterized by an absolute Kurdish majority . Under this racial project , the
Syrian nationality has been deprived from about 120 thousand Kurdish citizens
in that time under unsubstantial pretexts far from the truth completely , and
then the settlement Arab belt project which was begun in 1966 and its
practice was carried out in the years 1973 -1974 - 1975 , on grounds of it ,
a belt of Arab settlement groups were established that were about 41 fourty
one settlements along the Turkish-Syrian border in Al-Hassahe province in
length of /270 / km and width between /10 / and /15 / km under the name of
state farms , where large tracts of the most fertile agricultural land were
deprived their Kurdish owners and given to the Arab settlers who were brought
from Aleppo and " Raka " provinces , aiming to encircle our Kurdish people
with Arab groups and to cut his human and geograpgical extending with
Kurdistan ( in Turkey) which makes up with it a geographic and human unit ,
and also establishing Arab settlement insulations in other areas aimed at
tearing the demographic structure in those areas . And there is a project that
is being implemented aiming at the obliteration of the Kurdish presence , it
is the project of Arabization of names of the Kurdish cities, villages and
towns and even mountains and the archeological sites , and complicating the
new born registeration in the province of "Al Hassake " , and the
prohibition of speaking the Kurdish language , and maintaining of the state
of entire deprivation of the Kurdish people from his democratic national rights
, and all these as a whole means the obliteration of all the national
monuments of Syrian Kurdistan , and concealing the Kurdish people and Arabizing
him by force . And within the framework of this policy the regime carries out
an undeclared economic war against our Kurdish people , in order to pauperize
him to emigrate from his historical regions to the interior provinces to
become marginal in the suburbs of cities or what is called the poverty belt
around the big cities . And the proporation of migrants who has been displaced
to the other provinces , Damascus ,Aleppo , etc is more than 20% of the
general census of the Kurds , except those who are displaced to Lebanon and the
european states .
And in the light
of the historical facts and truths, and reality of partnership among Kurds,
Arabs and the other national minorities in the country , and in view of the
national suffering and oppression that the Kurdish people suffers in Syria , and
the deprivation of the enjoyment of his basic national and democratic rights ,
and the unwillingness of the successive regimes to understand the Kurdish case
, so it was necessary to have mass political organizations in order to defend
the interests of the Kurdish people , and his legitimate national rights , and
to reject the policy of discrimination and forced Arabization and melting , and
our party Yekiti Kurdish Party in Syria , was found to be a reflective of the
will of our Kurdish people in accordance with its own oint of view , and to
play an active role in the struggle for liberation from the national oppression
, and to take the national rights of our Kurdish people , and to lay the real
foundations of the national unity , which is based on the recognition of the
political and national multiplicity on bases of democratic and justful
standards , to put the country on the right path of the democratic and
civilized development .
And our party
believes deeply in the dialogue and the democratic methods as a path to achieve
its aims , and rejects all forms of violence , and in its daily activities
the party depends on various forms of the peaceful mass struggle , such as : (
propaganda , instigation, protest , gathering , strike , demonstration ...etc.)
, and derives its capabilities from the reliance on the enormous energies of
the Kurdish people and his various social classes and groups in Syria , and our
party follows the scientific methodology in his attitudes in dealing with
issues of human and society ,and believes in the democracy as the best way to
manage the communities , on the base of the following principles : The peaceful
transfer of the power through ballot boxes ,freedom of the press, political
multiplicity , and respecting the rights of individuals and the rights of
national, religious , and sectarian groups , and the freedom of forming parties
and unions , and other principles .
The
identity of our party is determined clearly through a number of tasks at
different levels of the struggle .
Party Functions
Programme Articles
Article One :
Party
functions at the level of the kurdish movement in syria :
1-
the party is working to
lay the foundation of the democratic deal under the kurdish movement , and
highlighting the democratic side in the struggle of this movement against
chauvinistic policy.
2-
Framing the energies and efforts of the kurdish parties , through the
establishment of an effective framework of struggle on clear bases , whatever
be the nomination of this framework
front
, coalition , gathering , political union .. .. .. etc ) so that to be eligible
to represent the)
kurdish people a true
representation and to end the state of weakness and division .
3-
Work continuation
towards achieving the unity among the parties who are politically and
ideologically covergent.
4-
working towards
identifying clear national constants, to become a standard for assessing the
role and directions of each faction , and the extent of its national credibility
, and to prevent parties of the kurdish movement from slipping into bargaining
positions, and abusing the kurdish and distorting its image .
5-
Working to expose and
condemn the bargaining and suspicious trends that work to degrade the respect of
the kurdish people and distort the facts and the nature of the kurdish case ,
and in order to highlight the true national trends .

Article Two:
The functions of the
party at public level :
1-
The adoption of vario methods of the peaceful mass mobilization such :(
propaganda , incitement , protest , gathering , strike , demonstarting .. .. ..
etc) . in order to mobilize the broadest sectors of the kurdish people in the
face of the chauvinistic policy.
2-
Working to attain the
real leadership role of the masses through gaining their confidence , and
interacting with their sufferings , and providing assistance and guidance to
them , and training them to resort to the movement for assistance in solving
their social problems as possible .
3-
Working on establishing
mass organizations and supporting them , and encouraging and supporting the
activities of the youth in fielids of education , sports and arts , and working
to raise the essence of cooperation among them .
4-
Directing the economical
agents in Syrian Kurdistan , and providing them with help and advice , to invest
their capabilities and economical prospects in these areas , and encouraging
them to engage in the industerial production , to ensure the stability in the
Kurdish community , and the reduction of the phenomenon of migration , by
providing job opportunities , and to get rid of the problem of one-sided
production , and to offer the diversity of the production sources that will
provide a kind of economical independence in the Kurdish areas .

Fighting the negative
customs and social traditions that influence the development of the Kurdish
society , and encouraging what is positive in his life .
6-
Taking care of the
culture and encouraging its various sources to raise the level of the social
political and economic awareness , in order to help masses to overcome the
phases of backwardness and ignorance in their life .
7-
Taking care of the
Kurdish culture and heritage , and publishing them widely .
8-
Publishing the Kurdish
alphabet widely , and organizing learning workshops for it - reading and
writing - for all ages ,particlarly the young generation , to limit the problem
of illiteracy in the Kurdih language , and to pave the way for the Kurdish
language and culture to take their rightful place in the Kurdish community as a
formal language and culture , and to reduce the harmful effects of chauvinistic
tendencies in the Arab culture .
9-
Supporting women in
their quest for education at all levels , and the right to work and freedom of
opinion , and the participation alongside men in the national democratic
struggle, so that to achieve their equality with men , and to reject the
mentality of underestimating their role and capabilities .

Article Three :
The functions of the
party towards the chauvinistic policy :
1-
Exposing forms and
objects of persecution against the Kurdish people and documenting it (
chronicle , decisions , dates , names .. ..etc) and publishing it widely ,
inside and abroad, to inform the popular public and national and official and
global opinion the reality of the sufferings of the Kurdish people under the
official chauvinistic policy of the state , in order to ensure an adequate
pressing factors on the regime to force it to abandon the policy of persecution
.
2-
Exposing and fighting
against the policy of arabization in Syria Kurdistan , and to urge the public to
refrain the renewed Arabic nominations , and the adherence to the old Kurdish
names of the Kurdish villages,towns and cities which are distinct milestones
for the privacy of the Kurdish nationalism in these areas .
3-
To condemn and expose
Al Ba'athism policy exercised by the regime against our people .
4-
Struggle to stop the
policy of intentional negligence of economical and social development in the
Kurdish areas , and to abolish the exceptional procedures , and providing
supplies of the agricultural , industrial and service development , in order
to offer job opportunities and the social stability , and lifting the pace of
production to limit the migration phenomenon .

Article Four :
Solving the Kurdish case
justfully , according to the following :
1-
The constitutional
recognition of the Kurdish people as the second major nation in the country .
2-
The best solution for
the multi-national , religious and sectarian in Syria , should be based on a
political and democratic decentralized system , consider the balance among all
components of the Syrian society , and achieve the equitable distribution of
the power and wealth .
3-
Reconsider the current
administrative divisions , to make the three Kurdish districts (
Al-Jazeera - Kobany - Efrin ) as one administrative region , and enable the
Kurdish people to administer himself in his legislative , administrative and
judicial affairs , in the framework of a parliamentary democratic system.
4-
Recognition of the
Kurdish language as the second official language in the country .
5-
To have Kurd
representatives in all executive , legislative and judiciary institutions of
the state to reflect his proportion to the country's total population .
6-
Abolishing the
chauvinistic policies , the exceptional laws and the racism projects which are
applied against the Kurdish people , and rectifing the abnormal statuses
arising therefrom , and compensating those who were endamaged by those policies
, especially the exceptional census in " Al-Hassake " province in 1962 , the
settlementary belt and the policy of Arabization .
7-
Determining a clear
precentage of the state budget for the Kurdish administration taking into
account its speciality and the extent of its contribution in the national
production , and also taking into account the state of chronic negligence and
the low level of service and backwardness in there .

Article Five :
Party functions at the
general national level :
1-
To adopt the democratic
dialogue principle in understanding the process of global, regional and national
change .
2-
Taking the principle of
the national consensus as a base in establishing and formulating all issues and
problems .
3-
Ending all aspects of
the state of security and its legitimate and political supports , as the
one-party domination , martial laws and exceptional courts , and closing the
file of political arrest completely , and to ensure the return of the exiles and
the politicaly pursued , and to end all forms of political , religious and
nationalistic persecution , compensating who were endamaged .
4-
Recognizing the
political and national multiplicity in the country ,and adoptting the
proportional representation in achieving a democratic substitution .
5-
Working for a new social
contract among all nationalities and ethnicties in the Syrian society , to end
the despotism and monopolizing the power and wealth and the mentality of
excluding the other .
6-
Establishing a
democratic and political decentralized system depending on the people and its
patriotic forces which admit and believe in changing .
7-
Establishing a state of
law that is based on institutions and founded on the democratic system and the
principles of freedom and the supremacy of the people with ensuring the peaceful
transfer of the power .
8-
Ensuring the rule of the
law and the seperation of the three powers ( legislative , executive and
judicial ) and ensuring the authority of the judiciary and its independence .
9-
Releasing the public
democratic freedoms , and particularly the freedom of the political and the
syndicalistic organizations , and the freedom of opinion and the press , and the
freedom of demonstrating , sitting-in , protesting and strike . And the
assurance of a modern law for parties and associations to organize the political
life in the country , and a new law for media and the political and cultural
publications .
10-
To allow all the
political , intelectual , cultural , social and economical trends and movements
to exercise their activities and to express their opinions and beliefs , and
enable them to practice their national role in the process of change and
development .
11-
Achieving the equality
men and women , and ensuring women rights in accord with the principle of the
secular state and the laws of the international community in this regard , and
also considering and protecting the children's rights and ensuring full
sponsorship for them .
12-
Taking care of the youth
and organizing their energies and capacities through paving the
way widely for them to exercise their talents and their sporting , artistic ,
cultural , social and political activities .
13-
Taking care of the
cultural and educational institutions , and the civilian fields , and to
revitalize the dialogue forums and the political and cultural meetings and
encouraging them to lift and develop the social levels .
14-
Separation of religion
and state , and emphasizing the secularity of the state , and to respect all the
religious beliefs and sects in the country and protecting them from any attack
, and publishing the culture of tolerance, mutual respect and coexistence .
15-
Forming a new
compromising and modern constitution , based on democratic principles and
establishs a democratic parliamentary system to achieve the rule of the law
and promote the concept of state of law and institutions that is based on
principles of freedom , the rule of people and the peaceful transfer of the
power .And disappears in it the monopoly of power and the dominance on the
political work or any other work . and this constitution protects the rights and
ensures a full equality among individuals and all components of the Syrian
society , and confirms the political and national multiplicity , and the
recognition of the Kurdish people as an essential nation and the key partner ,
and the recognition of his democratic national rights .
16-
Forming a new law for
the general elections , ensures the just proportion for all
components of the
syriain society .
17-
Finding a special
ministry that has divisions in all concerned provinces to take care of the
matters of nations and national minorities .
18-
Enhancing the role of
unions and associations and chambers of the commerce , industry and agriculture
and liberating them from the party or security dependency.
19-
Provision the factors of
the economic development , and following the market machinery and openness to
the international markets and fighting the monopoly .
20-
Withholding the party
work from the army and preventing it for all parties , and enhancing
the army`s role in
protecting the country and defending the people and the maintenance of the
democratic system.
21-
Unifying the
security forces and ending their dominancy and restricting their role to protect
the homeland and the
security of citizens and providing their security
and stability factors .
22-
Enhancing Syria's
regional and global role in building the new cosmic system that establishes
justice and peace , and enhance the role of united nations that ensures human
rights and peoples' right to self-determination , and achieving the
international mutual interests , and adhering to the international convenant and
charters in this regard , and fighting against terrorism and extremism .
23-
Restoration of the
occupied Syrian lands and working for the prevalence of the peace
in the area in
accordance with the international legitimacy decisions .

Six :
Functions
of party at the leve of soloing issues of minorities :
1-
Forming a new ministry has divisions in concerned provinces to take care of the
matter
of the
religious and national minorities
and their cultural , educational and teaching affairs .
2-
Authorizing publishing newspapers in the national languages of minorities
(political , cultural , literary .. etc .).
3-
Specalizing a
part of the mass media in the country for the national languages of the
minorities and allowing them to issue their own television and radio stations .
4-
Authorizing to found
associations , and cultural clubs and parties contributing in enriching the
public life in its political,cultural and social phases .

Article Seven :
Party functions at the
public national level :
If the
party struggles in the Syrian framwork , to carry , in addition to its national
duties towards the Kurdish people in Syria , patriotic duties at the Syrian
patriotic level , and meets the other national forces in the community on this
level , this does not negate and oppose the fact that the party is a part of
Kurdistan liberation movement , because it affects and is affected by the
Kurdistan situation and shares the Kurdistan liberation movement the national
liberation problems , this what imposes mutual tasks for the Kurdistan movement
factions towards each other . From this point of view , our party bears national
tasks towards the Kurdistan liberation movement and the Kurdish case in general
, and these tasks are :
1-
Supporting the struggles of the Kurdish people and his liberation movement in
all parts of Kurdistan against the injustices and the policies of repression and
terrorism and war , which is exercised by the regimes that persecute the Kurdish
people , and in their quest to get their right of self-determination according
to the specialty of each part .
2-
Supporting the federal experience in Iraq Kurdistan as a historical gain for
the Kurdish people , and to stabilize its structure and consider it as a model
emulated in the area to solve the national matters .
3-
Working for a mutual national representation ( Kurdistan conference , a
national coordination body .. .. ..) , in which all Kurdistan parties from all
parts of Kurdistan participate , for playing a role to unify the Kurdistan
movement efforts in addressing the international public opinion at the
official and popular levels , in order to solve the Kurdish case a
comprehensive solution , responding the requirements of attaining quietness and
stability in the region , and assuring a reasonable level of solidarity among
the forces of the Kurdistan liberation movement , and to play the key role in
solving the Kurdish -Kurdish dissensions .
4-
To
work in order to establish the democratic fraternal deal among all kurdistan
forces
on the
base of mutual respect and denying the policy of pivots , dependency ,
guardianship
and
interfering in the affairs of each other , and one - party policy , and the
monopolizing
of the
area and to
condemn and forbid the kurdish- kurdish fighting
whatever be its
motives and reasons .
5-
Supporting the
legitimate struggles of the kurds in Lebanon
, kafkas republics and middle
Assia that aimed to lift
the oppression and discrimination against them , and to obtain their
stability and their
national and rightful rights on basis of brotherhood and matual respect
with the people that
coexist with them .
6-
Interest in affairs of
the kurdish communities in immigrants.
7-
Participating in the
endeavors and efforts aimed to integrate the kurdish case in the various
international circles and the bodies of the united nations , to find a just
solution for it serving the stability and
security in the region and the world .
Article eight
:
General principles :
1-The
party supports the efforts of peoples of the region for liberty , democracy and
respecting human rights , and fighting against backwardness .
2-
The party supports the
struggles of peoples that face military and dictatorial regimes , and their
quest for democratic freedoms .
3-
The party supports the
struggles of all peoples and nations in their quest for national liberty and
building their national entities .
4-
The party offers its
solidarity to all peace and democracy forces and the human rights
organizations in their quest for the consolidation of the world peace , and
the limitation of war and exploitation , and respecting human rights , and
facing the repressive , dictatorial and reactionary regimes .
5-
The party supports the
dialogue and negotiation in solving dissensions in all over the world on basis
of the united nations charters .
6-
The party supports the
efforts that aimed to end the apartheid and fighting against ignorance , hunger
, poverty and disease at the global level because of their increasingly vital
importance , and because they are the most noble human mission , and doing it
is a service
for the development and
for the values of human civilization .
7-
The party supports the
efforts that aimed at fighting the pollution and taking care of the
environmental affairs at local , regional and global levels as being a human
mission that is related to each individual or group on earth .
8-
The party supports all
efforts exerting to eliminate mass destruction weapons , and the prohibition
of their production to avoid their risks .
9-
The party supports the
international efforts aimed at fighting terrorism and violence in all their
forms .
